05 CA Emission Issues

I ordered my car on the 2nd day possible. I checked with my dealer today on a build and delivery date. He indicated that there is an issue with CA emissions which also apply to cars destined for delivery to NY. Does anyone know what is going on? What's the issue and the delay?

They cant sell the car if it cant legally pass in 50 states

This doesn't make sense to me. This seems like something that Ford would have taken care of before the car went into production. After all what sense does it make building thousands of automobile if they wont pass inspection.

NY cars have the CA emissions package, but they don't sniff tested. At least not in Upstate, Downstate I don't know what the test is, but it's different I know that.

Don't thinks so, the new 05 Mustang GT is going to meet ULEV II (Ultra Low-Emission Vehicle II), which means it will produce less emissions than the 04 Mustang GT, even if the 05 produce more emissions than the ULEV standard, it should easily meet at least LEV standard.
