1971 ford Mustang basic 302 convertable

Hey hello again New guy here again. Anyway been trying to trouble shoot a ghost amp problem. Pulled all the fuses No help still seeing over 3 amp draw. When I disconnect the fuseable link in the wiring harness between the alt and solenoid it goes away. Purchased car that had some rewiring done so not sure about how the wiring should be between the Alt to the regulator . Also what is the fuseable link wire for. I know long explanation Last when I run the car when I check for voltage the battery does not jump up when running? Any ideas
