1993 2.3 tach problems

My stock in-dash tach will sit around 2500-3000 RPM at idle even though the car is not idling nearly that high, but the tach will never go lower than that until it goes back to 0 when i turn it off. When i am driving, it will move, but it will still never go below around 3000 RPM. Is there any way to fix that?

i think most commonly its the ignition control module and thats what it was on my ranger its about $130 though...
