1993 Mustang Timing Question

I set the balancer to zero and line the rotor up with the #1 plug terminal on the distributor. I unplug the timing spout, start the car. Put the timing on the balancer and it should read zero on the timing mark, right? But it reads about an inch and a half ATDC (which would be be to left of zero looking down on the balancer from the front of the car) before I start to adjust the timing

I wanted to make sure that my balancer wasn't spun so I called Ford Racing. They said to hand crank the motor, slip a thin screwdriver into the the #1 plug opening and when the piston comes in contact with it, you are at TDC. Sure enough, everything was dead on. The timing mark was at zero, the rotor was pointing at the #1 distributor terminal.

I can't figure out why when I do my timing, starting at zero(TDC), that it reads about an inch and a half ATDC. I set the to timing 15 advanced, use the screwdriver method as mentioned before, and the balancer and rotor read dead on 15 BTC , which is where i want it to fire.

Has anyone here encountered this before?

If my timing light was messed up, I figure it wouldn't set the timing properly.

Has anyone on here ever had this happen?
