1995 Mustang GT Convertible

To my knowledge, they're not supposed to lock unless they're extended at a very rapid rate (such as a hard lock on the brakes), so they still allow movement while you're wearing them. My 95 hardtop is the same way.
 
Actually I think it is more that thee is a counterweight hanging off the lock mechanism that is looking for any lateral g-force... the reason this happens a lot when we pull the belt fast is that the car is usually in some kind of manuever and the combination is what is needed to lock the belt...
