1995. The windshield wipers are stuck on low

I have a 1995 convertible that the windshield wipers are stuck on low. The only thing I can do is turn it from low to hi and back.
I have replaced the switch, which was what I was told was wrong with it but it isn't. I have also checked the fuse but the fuse was fine. What could be wrong with it?

I don't have my set of 1995 wiring diagrams handy any longer but if this were my car I would be looking at the low speed and high speed wiper relays to confirm correct operation. Test to confirm relay control. Especially the high speed relay when selecting high speed wipers from the wiper control.
