I cannot figure out why the torque specs for the thrust bearing cap for a 302 is 10-12 ft-lbs and the rest are 60-70 ft-lbs, is there something I am missing any help will be appreciated

Perhaps you are confusing the process of aligning the thrust bearing. You snug down the bearing cap, then rock the crank front to back with a large screw driver or pry tool, then continue the torque specs as the rest of the caps. I could see that torque recommendation for the "snugging" of the cap prior to alignment.
