347 Stroker, sound reasonable?

I'm trying to decide on project so I can put together a budget and start saving. This sounds pretty close to the performance I'm looking for and was curious as to everyone's opinions on whether what this guy said was reasonable. He's banned so I'd like to hear other peoples thoughts.

The numbers look about right, although i've seen a couple 347 cars of late that made more rwhp with just about the same amount of money in them.

400rwhp isn't too hard of a number to hit these days with a good setup, cnc'ed twisted wedges and the new edelbrocks will do it on a good 347.

If the car is for the quarter mile, i'd cetainly expect 11's, considering some guys get them to low 11's even 10's.
