351 Cleveland Oiling Issues

I am working on a 1970 Mach 1 351 Cleveland for a customer. I installed a mechanical gauge at the back of the block and using a drill primed the engine. The gauge showed 65 lbs of pressure. I then ran the engine for about 15 minutes with the oil pressure showing around 70 psi. This is instant pressure!

I removed the correct oil filter and noticed there was no oil in it! The engine runs and sounds great, no knocking. I have talked to the engine builder and he said if there is instant 65 psi at the rear of the block then the oil pump is working, but wanted me to keep an eye on it.

Has anyone experience this problem before?

The oil pump goes through the filter first before going through the block.
