5.0 idles too high!!!!!!!!

ive got a buddy with a 87 5.0 and this morning he went to start it up and it idled at 2500 rpms and it doesnt go back down we let the car run for about 15 min and it stayed the same were stumped in whats going on. we checked the iac, vacuum leaks, throttle blades and idle screw, we even blocked off all ports of air including the iac, and tb so were clueless what else could cause this and what should we be looking for? thanks for the help guys!!!
 
Mine does that if I spray water under the hood. What I do is let it idle like that for a few seconds. Turn it off. Turn back on. After about 3 minutes of doing this it is fixed. I guess because water got somewhere and have to evaporate. But I would say, could be bad IAC. get an ENGINE IDLE AIR KIT from Ford. you adjust it to make it idle smooth. Part number F2PZ-9F939-A
 
How did you check the iac? Take that baby off and make sure it is clean, then double check it and make sure it is clean again. Or at least that is what I would do
