Scudly, I think you should sit down and reconsider what you are trying accomplish with this engine... Some questions to answer are...

Are you rebuilding because it has 98k miles and is worn out, or is that just the excuse to get something with more power?

Why do you want 250 rwhp? (I only get 260 rwhp with my 2003 Mach 1, Auto) no fuel economy there...

Which is a priority power or fuel economy?

Basically you can rebuild a 289 on the cheap and get some decent power & mileage out of it, with a few mods, but nowhere near 250 at the rear.

You can get a good used 5.0 HO and easily get it up to the 250 rwhp, but not for for anything close to 2k, if you want it to last.

Try to iron out your needs, wants, and budget constraints... then you can make an educated decision.
