Do you have skinny arms? I cannot remember exactly on a 67, nor when Ford started using interior hood releases. But I have opened other hoods from below before, and scratched my arm up a bit doing it.
There is no cable unless someone added it . Just the flip leaver in the peak of the hood . Some times you need to push down on the hood just a bit when you flip the leaver then lift up on the hood while the leaver is pulled
