68 manual steering ??'s

We are about to start up workin on my dad's 68 fastback and have some problems with the steering. When the car is off the ground, the wheels turn left and right no problem. When teh car is on the ground (even when moving) almost takes 2 people to turn the steering wheel. Its impossible to drive. Anyone have any ideas to waht is wrong?

manual steering is hard to turn as a rule, when the car is standing still especially. It helps to have your front tires properly inflated, this usually helps a bit. Make sure all the steering components have been properly greased. What condition is your steering gear box in?

My guess would be the steering box. Can anyone back me up on this?
