92 Lx tach problem

I just bought a 92 Lx Coupe and the tach sits at 3500 rpm until the car gets over 3500, then it moves up. Is this an easy fix or is a new tach in order? Any help is appreciated!

I'd pull it down & see if it is mechanically stuck somehow... if not you'd probably want to get a new tach.
