95 cobra heads in a 87GT

Hi new user here. I am from Cali and I am currently trying to swap some heads from a 95 Cobra F3ZE AA, onto my 87. My question is that on these new heads they have the provisions for the holes for the gases to come out and go to the thermactor tube but no holes to actually bolt the thermactor tube up. I wanna use these heads and still pass smog. What do I need to do so this can happen............. Can I just plug them up and do away from the thermactor tube or is that necessary to pass smog in cali? Is that tube a visual item I need to pass the visual.

I know someone here lives in cali that has dealt with this before. Someone please help me out......
