98 Mustang GT not entering programming mode

I have a 1998 Mustang GT and have an issue with programming a remote. I have the trunk 'liner' pulled away, with access to the two pins I need to short to get the car to enter programming mode. However, when I short the pins, nothing happens. I've checked fuses, none are blown. I've tried a paper clip, small sockets, a screwdriver, and came up empty. I've searched the internet trying to find a solution and haven't found anything yet. My next step is maybe looking through the wiring and seeing if anything is wrong there. Any help or possible solutions would be much appreciated!
