99 GT shutting down at 120 MPH what is the problem?

I have a friend that has a 1999 GT that shuts down at 120 mph. What is the problem?

If he has the 16" (standard) rims, the EEC has been factory programmed to shut off at 120. Needs a chip or a reflash to fix.
