A little advice on a whistling noise

I have a 96 GT that has a really bad whistling noise. I say whistling because it does not change in frequency or pitch as the speed changes. It starts around 5 mph and continues all the way up to about 40. I dont know if it goes on after 40 because I cant hear it over the road noise. Its coming from the front of the car. I changed the brakes and rotors and the noise didnt quit. I changed the Hub Bearing Assembly on the passenger side because the noise sounds like it comes from that side. It got worse. I dont know what to do. It still goes while Im driving down the road with the engine off and the tranny in nuetral. Has anybody dealt with this before? Any help would be greatly appreciated. Thanks in advance!!

Hmm. Tricky. I wonder if you've got a cooling fan bearing going out? Maybe the fan is windmilling due to air moving into the rad and the noise is coming from that. 5MPH is pretty slow though...

Does the noise change in any way if you turn left or right? On the brakes or off?

Could it be a pinhole leak somewhere around the windshield?

I'm assuming that it does not make noise at idle in the driveway. That would tend to rule out a bad acc belt bearing.

I'm also assuming this is an automatic transmission. Does the noise change if the transmission is shifted to neutral (engine still running)?

Long shot, could the starter still be engaged on the flywheel? That would appear to come from the right side.

The noise does not change at all. I can hit the brakes, the only way the noise stops if I hit the brakes hard enough to dip the front end down. Steering has nothing to do with it either. Its a manual transmission. If the car is rolling, no matter if the engine is off or on it still makes the noise. Would the starter still engaged on the flywheel make that similar noise or would it quit after awhile?

And its to loud to be a pinhole leak around the windshield. Ive heard those before.

I test drove a Probe many years ago that had a whistle from the driver's side mirror. I could push on the housing while driving it and the whistle would go away. Probably a long shot, but maybe worth checking.
