Yes, you can get chrome powdercoat now. I don't think cost is so much the issue with bumpers as wear would be. The front bumper is constantly being bombarded with particulate while driving. I've been sending product out to be powder-coated for years now and the brighter the finish, the greater the likelyhood of scratching or dulling. They do have a harder clearcoat that can be baked on after, but I think you are climbing into the dollar figures that a new bumper would cost.
