The snorkle is the air silencer.
It is intended to draw cooler air from the wheelwell into the intake.
Unfortunatly, end of the snorkle is narrow and resticts incoming air.
Many people just remove the snorkle, which allows more air but the air is hotter.
Many (myself included) just trim the silencer with a knife to make the silencer just meet the hole in the wheelwell.
This creates a larger opening and maintains the "cold air" setup by Ford.

In the most recent issue of 5.0 Mustangs, they dyno'd gobs of different mods on a 4.6L. While gaining a couple of hp's & lb-ft's way up high in the tach band, they lost a BUNCH of torque down below 1500 rpm's. This only re-enforces my INDIVIDUAL decision to leave it the hell alone. Only my $0.02...
I definitely disagree. Accepting a loss of bunch of torque below 1500 rpm for a meager gain of 1-2 rwhp somewhere above 4000 rpm ... IMHO ... is a horrible trade. You may do a mod that gains you some hp somewhere, but did you lose somewhere else in the hp or torque curves? If so, is it worth it? In this particular instance, I would venture "no" ...
