Recently I noticed my camber/camber was off (noticeable wheel tilt and abnormal tire wear) and since I just replaced my struts/shocks I figured I would go get an alignment. Well I just got back from the shop and he said that he could not mess with my caster/camber because my strut mounts needed elongated, and he charges $60 a side? Has anyone heard of this? What exactly is it?

Would installing a set of caster/camber plates allow him to adjust my caster/camber?

Installing CC plates would allow YOU to do your own alignment.
I suggest you start with -1* on camber and neutral castor. Too much of either may make diving into corners not so manageable or unpredictable at first.
