Alternator, Battery, Amp problems

OK. I have a 98 Gt and am having problems with the amp gage on the dash. The gage reads around 9 amps which is way below normal. I figured it was the alternator or the battery so i had them tested. The battery was bad but the alternator checked out ok. Got a new battery and put it all back together and it still was way down. Took it back and they tested the voltage that was running from the alternator to the battery while the car is running and the guy said that the battery isn’t getting enough juice to keep it charged. I have no clue where to turn to or what the problem could be. The car seems to be running fine but the gage keeps moving up and down. I can watch it jump up and down when i turn the AC on and off or if I go down the interstate . IF anyone knows what is going on please let me know; i need my car up and running. THANKS
