Alternator massively overcharging! Any advise?

Got a 69 302 that's charging over 20 volts at idle! So high that my multimeter goes off the scale when set to 20volts. Even with a load on the system. Just put a new solid state regulator on it with no change. Any ideas on what I can check next? TIA

My first guess is the wiring between the alternator and regulator. The only reason alternators overcharge is because of a regulator failure.

Thanks, I pulled the alternator and regulator and I'm going through the wiring for any obvious problems.
