Ever since I bought my 95gt, my anti lock light has been on. My breaks do seem to lock up, though I haven't punched 'em real hard yet. Is there anything that is easily checked and serviced by an average guy, or is this something that a dealership will have to look at if my anti-locks aren't working and I want them to start working?

Are you still running stock gears? If not then it might be that your back sensors are broke.
Next time you remove your back wheels check the sensors for cracks. I bought some replacements from a salavage yard and fixed mine.
Also, check for blown fuses. Check the fuse box in the car and out under the hood.

Check the fuses and such as mentioned also one other thing to check is the ground wire on the abs unit, it is right underneath the radiator on the passenger side down low you'll see where it attaches to the frame with a 8m bolt, i was changing the coolant in my moms 96, and i knocked the wire loose ( it was old and brittle) had me scratching my head though how a H2O pump and coolant change could make the abs go out. Does your ABS even work? I got my car at 40k miles and they've never worked right. Didn't take long to fix the light issue 
I know a fellow local that has spent several hundred $$ having the ABS checked and his still doesn't work either. For my next trick, I'll be removing the ABS components and seeing how far they'll fly at the landfill

I've never had a stang with ABS before anyways, so it won't bother me that much if I never get them working...
and if I wasn't clear, no, they do not seem to be working right now. But its not a huge issue when the roads are clear here in MN.

I would make 100% what the problem is before I started throwing parts at the ABS stuff.
Visually check the sensors.... they aren't cheap. $70+ each from Ford. That's why I went to the salvage yard for mine. I waited 2 years before I found them cheap.

I'm not a salvage yard, but I'll send you mine for cheap if you want them. The rears are already off and it would only take a few minutes for me to pull the fronts. Let me know.

Mine have been out since I got the gears changed. They wanted more money to fix them and I dont really care for ABS personally. So I just learned to ignore the light. That's the easiest possible fix!
