Are these rocker panels hacked?

The link has the pictures of the rocker panels that the body shop owner said was hacked and needed replacement before he did the quarter panels. They don't look pretty, but seemed OK to me. What do you guys think?

It's hard to see small detail without seeing it in person,but they seem to line up with the door well ,hows the jam gap? I don't see any rot , I see the front where it's been cut in ,I think you were to but weld that slice it would make for a strong repair, as long as it were attatched on the inside well, and that's probably why they cut the top of the rocker,to weld it on the inside, besides that part is under the fender ,who's going to see it? If they are a competent body shop ,they can definetly work with these, I would clean up what's there,and worry about the rust problem's

Maybe the guy doesn't know the whole filled will bondo are supposed to be there.
