Audio Peeps, In Here.

So the equipment came in today. Took all of 5 minutes to get it set and cables run. Works like a champ. The 1st box lets the HDMI pass trough and splits the audio. The volume on the TV can be adjusted up or down, even muted, without affecting the volume of the headset. The amp put through a clean enough signal to the headset that should be good enough for him. Their is no on/off switch for either converter, but they probably don't draw much power.
Thanks again to @XStang302x

They actually have headphones for TV's now, and as you raise the volume the headphones volume gets higher. It is a wifi, or bluetooth kinda setup for the HDTV. It sounds like what he needs, and they are most like under $100. This might work out for you. Here is a link to one below. Also since you mentioned a cable box, most do have RCA outputs in the back for this setup.
