Band Adjustment

I have a C-4 that I am having some problems with. (shifting from 1to3 with no 2) checked modulator,fluid,vacume, ect. I re-adjusted the bands (10lbs backed off 1.5 front-3 rear) It seemed to lock up or act like the brakes were on the first time I drove it when it shifted. After that it seemed ok but just shifted very quickly. I don't want to burn up the bands so would it be better to adjust them on the loose side or the tight side?

The intermediate band is supposed to be torqued to 10, then backed off exactly 1 3/4 turns....not 1 1/2. You are correct on the reverse if you are adjusting the right ones.
