Base idle

In the major tech articles , to adjust the tps, I should adjust the base idle to approx.700rpm, and to do that I have to unplug the IAC, but if I unplug the IAC, my car won't start it if I try to, and will die if it's running..

Is it normal?

It is when your idle isn't set properly

Turn up the idle speed, unplug iac, follow directions...
