I drove onto some Rhino Ramps and just reached up from under the car...from the front fog light area. I was able to reach everything fairly easily and didn't have to mess with the fender liner.
If its only you, do what Droptoppony said. If possible, have two people do it... one person laying on the ground to hold the filter up in place, and another person to insert the piping and tighten the clamps from above.
