belt rubbing on itself

My Belt is rubbing on itself on the bottom of the tensioner pully and up top near the water pump. why is this? belt is new, do i need a smaller belt? the tensioner has a lot of tension on it, i mean its pulling it down so hard its rubbing and the belt seems to be tight all the way around.
i have all pullys except for smog pump.

You either have it routed the wrong way or the belt is too short

holy crap! lol def have it routed wrong, didnt realize it goes opposite around crank and wp, when smog removed! THANKS!

Can the belt be to short-Even if its in the right marker area?

Guys,

Can the belt be to short, even if its in the right marker area???? Can that cause the belt toi rub and make all that black dust everywhere?????
