If you just have to pass a sniff test, then yes you can pass with a turbo. Most places outside of Kalifornia don't require CARB numbers for every aftermarket part on the car.
no place outside of California should require a CARB #....the first letter in CARB stands for CALIFORNIA....if tuned properly there is NO REASON a turbo car would not pass a sniffer test....if done really right i bet you could pass the California sniffer test as well but you would fail visual the second they popped the hood....
The visual test is only to make sure the A.I.R. system is still intact. As long as you leave your EGR/SMOG attached, then you should be fine! Otherwise that's gotta be a bitch to disassemble every year!

The problem with turbo kits is most dont allow you to keep the smog pump. I believe the only kit out there is the TTI one which allows you to keep the smog.
You may be able to set up an electric smog pump though.
