Can anybody tell me WHAT the hell this is?

when i was fixing my exhaust hangers on my hatchback. i found this weird thing hanging on the rear driver side shock.. the only way to get it off was to cut it.
ive been having weird tiny rattling noises when i drive. only when moving. im pretty damn sure it was this thing rattling around on the strut tower, etc.

now.. ive never seen anything like it in suspension before. no idea why it was there. but i cut it off.

But im extremely curious now.
thought somebody here might know.

Im not sure if that was my rattle problem, since im waiting on my new exhaust hangers to ship to me before i go driving again

i think it holds the shock "compressed" when you buy new ones so that they fit in the box....someone just cut it in the middle instead of off

jesus christ. i dont know who owned/worked on my car before i had it. but everywhere i look theres a corner cut.

when i took off my mirror to repaint it. there was 1 nut holding it on the car instead of two. missing exhaust hanger bolts. etc etc
 
must not have been that good at workin on stuff to do it right then....probably thought that they could not get the shock compressed again once that was cut so they installed it with them on there and cut it later....or they thought the piston part would shoot out lol
