You’re asking for something that isn’t really possible (or safe) to do. Converting a .MTF tune file to .cef or .ll3 isn’t just a matter of changing file extensions — these formats belong to different platforms (Moates/QuarterHorse vs. SCT) and store their data in completely different ways.
You’re also assuming that both platforms have one-to-one equivalent tables or cells. This isn’t the case — many parameters are mapped differently or don’t exist on the other platform at all. Even if someone could “convert” it, you’d likely end up with a poorly calibrated tune that could hurt the engine.

Ok thanks, this tune is specific to my setup so I do know its safe, I just wanted to know how to convert it, or what do I need to open it to see and share the values?

You’d need Binary Editor (BE) by Clint Garrity to open and view the values inside a .MTF file.
Binary Editor (BE) is the standard software for Moates/QuarterHorse tuning, and it’s what generates and reads .MTF files.
You’d also need the correct strategy/definition file for the ECU you’re working with (e.g., A9L, A9P, etc.) so BE can display the tables, scalars, and functions in human-readable form.
Without BE and the right definition file, the .MTF file will just look like raw binary data.
OMG, DM me and I'll make your .CEF from .MTF with my hands tied behind my back... Don't do the binary route... Unless you had success I'd like to learn what you did myself... Anyone with proper SCT tuning abilities can do this....
