car will not start after trans work

i built up my transmission it's the 4r70w when i put it back together the engine wouldnt even turn over, i checked the starter all wiring is correct, the battery has a good charge but when i tested it, i get good connection from one wire but not the other and no fuses are shot???? i'm thinking it may be the nuteral saftey cutoff but not sure??

there is a plate that goes between the motor & tranny. if you installed this yourself, did you put this back between them? if you didn't do it, you may wanna check.

this plate is about 2mm thick, but trust me it can make a HUGE difference. when my buddy & i were mating up his new motor & tranny the exact same thing happened & we could not figure out for the life of us what was wrong. the engine would spin by itself, the tranny would spin by itself. if we put them together....nothing. turned out, we forgot to put that plate in

this plate you talk about it's located on the bottom of the trans and has three bolts holding on right if it's that one then i have it on
