Car won't start need help please.

Ok so I have a 01 GT with 29k miles. For the past few months when the car warms up and I get on it in first the car will surge. Badly if you war wearing a seatbelt it hurts your shoulder. Anyways so I was driving it today to try to see if I could duplicate the problem and when I left a store the car started and died. Now it won't start.

Tried pulling the filter but the little removal tool I have doesn't seem to work. Checked the fuse for the fuel and it is fine. Does anyone know if there are more than one fuse? Any ideas on what could be the problem? Everyone keeps telling me it couldn't be the filter so I am at a loss. Thanks for any help

so its spinning over just not starting? is the theft light blinking?

my first guess is the filter those little tools can be a pain sometimes, just keep on working with it

Reset the computer.

Disconnected the battery when I tried to replace the filter. Theft light is blinking like normal. Well when key is not in anyways. Tried both keys tho. Car is spinning over doesn't sound like it is getting any gass tho.

Hmm can anyone tell me where the fuel relay is? I was told it should be under the hood in the fuse box but I am not seeing it any help is apreciated.

On the front of the upper plenum, there is a IAC( idle air control valve) , It has a hose from the front and a plug on the left top. It is a cylinder shape. Use a screwdriver handle or a wrench and give it a couple of wacks. Do not beat it so that it dents. That will probably get you going. If it does, replace soon. They can be cleaned , but the problem will come back. It is common for the problem you described, surging and won't start.

Well I am sorry to say it appears to be worse then I first thought. It is not the pump or filter. It keeps blowing the PCM fuse every time I turn the car on. Any ideas?
