Engine Ccrm?

Hey everyone had a bad battery on my 1995 mustang gt swapped it out. When I turned the key on it started making a buzzing sound from the ccrm it won’t turn on if it’s buzzing. Disconnected the battery and buzzing went away drove around for a bit and it would start to die and flash the check engine light. Left me stranded this morning when I turn key on buzzing sound is there and won’t turn over. Is this the ccrm? Never heard of one giving out before. Videos below

It’s not letting me pull codes. All it’s giving me a code 20 and saying the car is running which it won’t start.

I would suspect a bad ECU. If you go that route I would suggest you send it here:
