checked my IAB voltage and only got 11.93

does that mean i have a bad IAB? engine was off with key in run position...went up to like 14v with engine running.

No that doesnt mean its bad. It supposed to be fed 12v or battery voltage.

Its fine. The voltage to the IAC does not tell wether its good or bad. There is no output voltge from the IAC.

The IAC is controlled by the ECM through its ground.

Keep in mind that with the IGN ON engine OFF, the ECM cycles the IAC to a pre-startup open position.... which will show as a voltage drop when compared to battery voltage.
