I recently got a clutch pedal assembly for cheap. I was wondering if the clutch pedal was supposed to stay pressed down? Or are the bushings shot? It has the spring on it and hooked up and it still gets stuck in the down position...

Yes it will stay down when pushed, when not hooked up .The spring is a helper spring .Watch your fingers it will snap down quickly .
