cooling fan and A/C issue

My girlfriend bought a 2.3 conv 93. the ac and cooling fan don't come on. I found the constant control relay module and can make them come on. So to me that eliminates that being the problem. So between there and the rest of the car there seems to be something missing? Got a relay from parts store. couldn't locate it on car. I have power on the ac control and jumped wires from there but the clutch does not engage. Went from the battery ground to the 2 wires on the ccrm and still no luck. This has to be something simple and I am just making it to hard here. Anyone else seen this problem. When I give the input for the ac the clutch engages and the fan comes on. So the compnents are fine, just not getting a signal for them to come on. Thining pcm or ecm but wnat some feedback first.

first check fuse #6 20Amp.
with A/C ON. check for power on PK wire at A/C Clutch Cycling Swt. if power check for power on BK/Y wire at A/C Clutch Cycling Swt.
