I have a 95 3.8L v6 and the fan will not come on. I tested the wires using a volt meter and the fuse is only getting 6volts, when the fuse isnt plugged in. When I do plug the fuse in it gets no power. I can directly put power to the fuse box and the fan will work. Any ideas why this is happening?

Have you looked at the source wire to the fuse?
I don't follow about the fuse. If the source-leg shows voltage w/o the fuse installed, both legs should show voltage after the fuse is installed.
