Cooling fan woes -- ccrm, sensor or ???

96 gt, everything worked great until a week ago.

normal behavior is that the coolant temperature is on the "O" in 'normal', give or take.

last week it started living in the middle/high zone when driving around town, and was normal on the freeway.

after a LOT of research online and on the car, my problem is that the fan is not coming on until the temp is around the "A-L" in 'normal'.

it APPEARS that the low-speed function is not working.

if i unplug the driver's side coolant temp sensor the fan goes on a lower speed for a second then jumps to a higher speed and stays there until i plug it back in. after a few seconds it shuts off.

if i turn the ac on max, it will turn the fan on to the same higher speed that the fan runs on when the sensor is unplugged.

so it appears that the coolant sensor is telling the eec the proper temperature, but that the ccrm isn't turning the fan on until it gets really hot.

it looks like the ccrm has, among several other relays, a low-speed relay. i wonder if that has gone bad? i pulled the ccrm out and apart but there is no way to check the condition of the relays.

so.... any educated guesses?
which relay in the ccrm is the low-speed fan relay or is there even one???
