I would certainly hope so, the last windsor I did was about 2 years ago , I had them do a shortblock with all the parts for the block and heads, I did the heads myself, and it was $1050.00. That was using a local machine shop and included a new cam lifters and all the regular internals with the overhaul set.
It is very easy, it can be done, especially with help from everyone on here. It is good to find someone nearby though that has some experience for your first time so you don't screw some little things up.
Just FYI, a local machine shop here in the Detroit metro area will do a stock rebuild of a long block for $1000 sbf/sbc. That's you drop it off and pick it up about a week later ready to go. Cleaned up painted, machine work done, new rings bearings, timing set, cam lifters, oil pump, gaskets, valve job, assembled, painted and ready to install.
If you want balancing done, of course that's extra.
