do I need to lube this area?

I have a small rust spot behind my license plate area. Looks like the plate rubbed the car. I have matching touch up paint. Looking for suggestions on removing/naturalizing the rust without having to do a major job. Something that’ll remove it and protect it, even two different products is fine. Thanks for your help.

Hardest part is stoping killing the rust.

An Old way ~ sand off (Dremel) and chemical conversion to stop rust before touch up, prime and spot in with touch up gun

New way ~ Laser rust descaler

budget way ~ Fiberglass rods on tip of pen to scratch small spot clean.

And the spot sand blaster gun with tips you hold against car and catch / recycle your medium.
Probably not using your touch up pen after this though.
