Does fuel tank baffle float?

Does the baffle in the fuel tank float up and down on one end? I'm getting a tank from the salvage yard and one end is attached to the bottom of the tank and the other end is unattached. Is this correct or should both ends be attached to the bottom? Thanks......
 
So both ends should be attached? The people at the salvage yard are saying only one end should be attached. If one end is already detached, I don't want the other end detaching and destroying my fuel pump. Should I just buy a new one and skip the one from the salvage yard?
 
When the tank is almost empty (like when you go to replace a pump) you can hear it slide around as you remove and handle the tank. Then, when you remove the pump bung, you can see the baffle and move it around.

I have heard of it being used to patch gas tanks.

Edit: I did a Google search and found there are a whole world full of people who have used it for that purpose. :D
