You've likely got water in the wiring harness, which is causing electrical shorts. Not good. How deep of water are we talking about? Did water soak the engine bay? Did you get water in the passenger compartment?

Here's a list of Ford OBDI codes: Troublcodes.net Trouble Codes OBD & OBD2 Trouble Codes and Technical info & Tool Store. By BAT Auto Technical
94-98 airbag codes: Mustang 1995 Air Bag Diagnostic Codes

Code 116 is an ECT sensor malfunction, the temperature sensor screwed into the metal heater pipe on the passenger side of the engine. Code 136 is an error in the left O2 sensor, probably also water in the connector. Count the blinks in the airbag light, it will tell you the exact code.

thanks for the reply. it was not enough to flood the inside< but defiantly probably most of the lower part of the motor was in water. I think ill unplug the o2's and dry them off. Other than that I guess just let it sit a lil bit and hope it dries up? ill have to check on the # of blinks

Was the car up to operating temp when you pulled codes? Depending upon what style of code the ECT code was, it could have been generated from the car not being up to temp at the time of retrieval.

I agree with inspecting the O2. The connector could have gotten water in it and lightly corroded. Thoroughly check the O2 and connector's pins over. If you like, swap the O2's from one side to the other. If the code follows the O2 (to the other bank), you might wanna replace the O2. If the code stays on the same side, the issue might be your wiring.

Good luck.

I had that happen to me once when it was about 18" deep and I hit it hard enough for the water to splash over the hood and up the windshield. I basically had to dry a bunch of sensor connections, the CCRM, intake tube and most importantly, the distributor. I think the O2s may have been slightly damaged but it wasn't enough to throw a code. I eventually replaced them just to make sure. The distributor had to be pulled and left out in the sun to dry (MSD billet model) before I could start the car again.

update.

dried the connectors to both 02 sensors but still having problems, now im getting 136 and 172< meaning both sides are lean. I just replaced both 02 sensors about 6 months ago and really dont want to replace them if they dont need to be. is there anything eles that could cuase both 02's to read lean?

also whats the best brand 02's to go with, Denso are in there now

The O2 elements don't take kindly to water. That's why they are mounted in such a way to prevent condensation from pooling around the sensor.

I would choose the least expensive. Bosch or NGK are the dominate brands.

They didn't have a 1 year warranty on them? I would have just swapped them out for free from wherever you bought them

Mustangs don't operate well when you drive 'em like a submarine.

If the new Bosch O2s are gonna take a few days to arrive, you could always try a set of used O2s from a local junkyard if you're in a hurry to throw parts at it and troubleshoot ??

I would have let you use my old factory O2 sensors but I gave them away with the O/R
H-pipe that I sold over the winter...

BTW - Were you running a CAI ? If so, was the air filter completely soaked with water ? Do you think your engine ingested a good amount of water ?

Did the MAF get wet/could it possibly have ingested water? If so I'd also attempt to clean the MAF wires to ensure that isn't aiding in your problems.

No, stock air Assembly, filter was a little damp, i picked up some maf cleaner and a new air filter. I dont think it drank alot of water. Im thinking the water kinda splashed up and got the filter wet. Maf was not dirty but cleaned it anyway
