ECU possibly dead?

Hello, I’ve been dealing with a no start issue for a bit now. After chasing an issue with the fuel pump not priming, one day it randomly started to constantly prime when I had the EEC jumped using the test connector.
I would like to mention the fan would constantly run after I had replaced the EEC fuse and CCRM. Now the fan and fuel pump constantly run but still no start and barely any power to the injectors.
I’ve searched and read through loads of forums to diagnose the fuel pump not priming. Now with this new issue I’m finding that this is a common sign that a capacitor could be shot in the EEC? I took the cover off and can’t seem to find any blown caps and their legs are intact.
I’m really stumped on this issue, any help is much appreciated!

So, after some diagnosing and moving some wires around she finally fires up after so long. But now the car has slightly low idle and bogs down when giving it barely any gas. Like it’s skipping a cylinder if that makes sense.
off to the next issue to fix! The vacuum lines the previous owners really **** up I’m guessing.
 
Yes it ran just fine after I fixed the EGR tube that was missing. But upon trying to replace the old leaking cork gasket on the valve cover, the car had me down a massive rabbit hole to get the thing to run again.
With it now running I’ve tried checking for codes but all I get is the usual 121. But my reader oddly says cylinder 8 before giving me the code 412 and 121 Again. (And also rich codes but those seem sometimes not show up)
