Egr Valve Failiar? - 90' Mustang

After failing smog, I was pointed to the EGR valve. The only KOER code the car has is 33.

Do I need to just clean the valve?

I tested the EGR valve and the EGR did not hold any pressure (see video link below). Will cleaning the EGR valve help with this or does it need to be replaced?

More then likely, the internal diaphragm is torn, so when vacuum is applied, there is no seal so the plunger doesn't retract. You'll need to replace the entire valve to fix the issue.
