Electrical Guru's-Got a question

This thread is a question about my radar detector's speaker. If you set it as loud as it goes and put your ear up to the speaker you can barely hear the alerts. I tested the wires that are connected to the speaker with a voltmeter and the speaker gets up to around 32 ohms at the max and when no noise is being made has around 6 ohms running through it (the back of the speaker says 32 OHMS .2 Watts). Is this a speaker problem then??? I feel like it has to be but just need confirmation. Also the speaker is about 1" in diameter, does anyone know where I could find another one?
