On my 88 when I turn on the headlights, nothing turns on. But if I pull the lever back for high beams it turns on the low beams and when I hit the fog light switch the high beams come on

you need to check the multi function switch, they look similar on the outside but are wired differently, post the part number if you can see it.
also is there any other wiring added to the harness for the lights?

I'll check that. But I got new headlights( had cheap crappy leds) and now the fog light switch doesn't mess with high low beam.

Ummmm, my GT fog lights only worked on low beams, IIRC it's been a few minutes.
I do get crossed up once in awhile..
Yeah, LEDs can mess with stuff if not done right.
