Electronic Engine Control Fuse blows

I have a 1996 Ford Mustang GT 4.6L the Electronic Engine Control Fuse blows
every time you try to start it. Under the hood there is a fuse box and the fuse #13 EEC has a ground with the key on. I have unpluged the computer and there is still a ground. There is 3 wire plugs by the computer 2 of them are gray and 1 is black if i unplug the black one the ground goes away. Does anyone know what's going on.
